Richland County Democratic Party (RCDP) – Precincts & Executive Committee Overview

What is a Precinct?

Precincts are geographic areas within Richland County whose lines are drawn by the SC state legislature. There are 149 precincts in our county, with populations ranging from 600 to 7,000 residents.

Precinct Leadership & Representation

The RCDP Executive Committee is the governing body for the county party. Each precinct is encouraged to have a representative, also known as an Executive Committee Member (ECM) and an Alternate ECM. ECMs are elected in March each year by delegates to the county party convention. Vacancies may be during the year with approval of the RCDP Executive Committee. What does an RCDP Executive Committee Member do?

Executive Committee Responsibilities

  • Attend four meetings per year.

  • Vote on key party business like the budget, bylaws and strategic plan.

  • Serve as the decision-making body in the event of a contested Democratic election in the county.

Other opportunities to make a difference in your precinct are:

  • Precinct President: Leads efforts to recruit and engage Democratic voters within the precinct.

  • Block Captains: Take responsibility for contacting 35-50 neighbors in the precinct 2-3 times a year to encourage voter engagement, share information about elections and to encourage civic participation throughout the year. The names, materials and training are all provided by the RCDP to make it easy and convenient.
